Press conference to announce the enactment of “Deana’s Law,” named after Deana DeRosa Eckman who was killed in a February 2019 head-on collision in Upper Chichester, Delaware County by David Strowhouer. Strowhouer was convicted of third-degree murder and his sixth DUI in connection with DeRosa Eckman’s death.
